The question at issue is whether land on
the mainland, which is required for the purpose of
erecting a military hospital, should be transferred
to the War Department free of charge, apart from the
necessary cash expenditure incurred by the Government
in preparing the site. The G.0.C. is under the
impression that Sir A. Caldecott, in a previous case,
had agreed that land should be transferred free in
view of the fact that it was required for a military
hospital. There is no record of Sir A.Caldecott's
offer, and the Governor has written to him asking if
he can confirm the G.0.C's statement. If this
statement is confirmed, then the Governor will feel
bound by his predecessor's promise, but if there has
been some misunderstanding he does not recommend any
departure from the normal procedure.
This decision appears to me to be a correct
one, and I certainly agree that if there has been a
misunderstanding the transfer of such land should be
carried out in accordance with the usual arrangement
for transfers of land to the War Department.
Presumably we must wait for Sir A. Caldecott's reply,
however.
